Does anyone use AWS 3 to host Captivate projects that do not need to be graded? I have a client who wants a new starters manual for all new staff. I was wondering is there a document on how to setup something like that up, in a way that it can only be viewed by specific people?

By default content placed on Amazon AWS isn’t public. It’s an extra step to make it available to everyone. Here is an article that explains how you can grant access to specific users. https://aws.amazon.com/s3/features/#Access_management_and_security
One thing to keep in mind. One day a President or Vice President will ask you (or your client) how everyone is doing with their eLearning. Without a proper LMS your answer will have to be “I don’t know.” My advice is to consider some type of LMS. There are certainly inexpensive alternatives and sometimes even close to free. Even if a low-cost LMS doesn’t offer all the bells and whistles you won’t look clueless to your client’s boss.
